That's a bit rarer. It's a 1723 error message. (1721 and 1722 are more common.)
Even though the following user tip is about slightly different errors (the 1721 and 1722), perhaps try it with your one too:

found how to solve this problem by myself
just turn off the virus program and install then turn it on again
however, tks u guys

In case anyone is having a similar problem and the responses above don't help, I thought I'd post my solution. I'm using Windows 8 and finally got it working by running the installation file as an adminsitrator. Right-click on the itunes setup .exe file and select "Run as administrator".
