I should add that the new content does appear on my Apple TV and on other computers in the house through Home Sharing. It's only the iOS devices that don't show the new content.

I had the same problem as well, no new purchases showing on any of my iOS devices. So I took a look and noticed that the old purchases were either in Standard Definition (480p) or High Definition (720p). My recent purchases were in High Definition but at 1080p. So I deleted the files and re-downloaded the videos in 720p format. I went to my iPad 2, killed the video app, restarted and my recently added TV shows were there.
In iTunes you can set the download preferences for downloading HD content. To do so; select Preferences, go to the store tab, and click the drop-down and change to 720p (there are only two choices 720p or 1080p) My guess is that the display on the iOS devices can not handle 1080p content or that type of protocol is not supported.
