I have tried exporting my 1920x1080 movie in Quicktime for web viewing
What kind of Web viewing? A video service or someone's Web site?
Are the 480X390 dimensions someone's specs or are you getting that unintentionally?

I want to upload the video to YouTube. One of the default demensions is 480x360 which condensed the video and is out of proportion of the original size so I thought 480x390 might work; this is proportional to the original size. I had no luck.

Down-converting is not necessary.
Export your 1080 file from FCE as a Quick Time Movie, current settings.
If you don;t have MPEG Streamclip, download it.
Open the QT file in MPEG Streamclip.
Choose Export to Quick Time.
For Compressor, choose H.264 from the drop-down menu.
Under Frame Size, make sure that Unscaled (1920X1080) is selected.
Click Make Movie.
Upload to YT.
