I would suggest that the very first thing you do is hold the home and on/off button until the iPad restarts. If that doesn't work, then I'm going to be honest with you. Your iPad is on warranty, get yourself to an Apple Store and get a replacement. You shouldn't have this kind of issue this early on.
But if you want to try the things in the link I provided (there are numerous steps) because you're far away from an Apple store, then that might be the wiser choice. I live within 10 miles of like 5 Apple Stores, and my tolerance level of defective Apple products is 0.
