I have checked the IMEI number that is on the sim tray is the same as what is shown on my back up in itunes. They both match. I cannot see the IMEI number on the screen because the phone will not turn on.
I have checked the IMEI number on, iphoneox.com/, iunlocker.net , iphoneimei.info/ and also on prod.eie.net.au. All sites show that the phone is not blocked or barred. They also show that the phone shows is locked to O2 and still has 13 months left on a 24 month contract with O2 in the UK.

Was the device purchased new from O2 or another retailer in the UK?
Do you still have the paperwork from the purchase that shows the serial or IMEI number?
If you do have that paperwork, take that to Apple to prove your case, otherwise, it sounds like you got scammed somewhere.
