Airport Express - first had IP address problem, now not recognized at all by Airport Utility

Originally, I tried to set up my new Airport Express by connecting it straight from my modem.  It popped up on my AirPort Utility (on my PC) and I tried to configure it.  But then it said something about not finding a valid IP address.  I disconnected it to do some trouble shooting, and now when I connect it (directly from the modem or via the router) it doesn't connect at all.  AirPort Utility can't see it on my PC or on my iPhone.  It has an orange flashing light.  I have no idea what to do.  Help?  Thanks.
