I bought my iPhone 4S from Paris 13 months ago and as there had been not any Apple store in Turkey and couldn't find any opportunity to go to Paris since last November (the date of the launch of IOS 6), my device was not under guaranty since last month.
Yesterday I went to an Apple Store in Bromley, London for an appointment in Genius Bar.
They did likewise as Michael said below. They said that the mentioned problem had been definitely a hardware problem.
So, I paid £ 139 in extra and they changed my device. They completely removed the installed data in my old device to send it back to China.
Do not wait uselessly and never waste your unique minute anymore.
Either you are under guaranty or not, go to an Apple store and get changed your iPhone immediately.
This is the unique solution my friends!!!

I already changed my phone at Apple store and not under guaranty. but as galips said that we have not an Apple store in Turkey so I sent it to USA back by my friend and I am still waiting for my phone can you imagine?. it should be on way right now. But I don't understand that why apple doesn't explain this situation or could not fix it. yes maybe it is hardware problem but it is apple's fault so Apple has to change phones even not under guaranty without extra money

All these "Hardware Problem" talk by Apple as claimed by many who have been to their Service Centers are nothing but hogwash and an incompetent attempt to evade core issues.
If they are to be taken seriously, then they must first explain two basic observations:
1. Many people ran into this quagmire only after they updated to IOS 6.0 and above. Why?
2. How prevalent is this problem among those who are lucky to still be on IOS 5 ?
Instead of wasting precious time trying to shift the bulk and explain things away all in an attempt to deflect responsibility, I suggest that apple get's her act together and solve this problem they created.
If they have concluded that the damage is permanent, then they should be honorable enough to own up and say so. Even automobile manufacturers have had to recall entire production batches worldwide due to manufacturer's defect . Whatever it is we are dealing with here certainly has nothing to do with handling by users .... ... ... Except now that some are being compelled to subject the already injured devices to the humiliation of refridgerator, hair dryer and whatever other illogical options the mind can conceive all in an attempt to solve a lingering problem they didn't create since Apple seems to be on a looooong recess when it comes to customer service.

this is awfull. i will never buy apple again !! my wifi hasn't work for two months. I use my i phone 4s just calling or sms. A phone, bought 20$, can do same thing in addition long battery life.

In most cases iphone 4 and 4S are out of warranty, this means that in order to replace your phone you need to pay (222€ in Greece) for a phone without packaging(!!), supported by a 3month warranty!!!!!
So what we all need is to make this public asap, and force Apple to recall these devices!!!!

I posted on this thread having the same issue. I didn't have warranty so...
I went to LA iphone repair in Los Angeles, CA on pico and union. They've seen this issue many times. He took it apart and re-soldered something. (I'm not versed in the hardware). 5 minutes and it was put back together. Tested immediately. It found every wifi in the area and connected right away. Tested now for 4 weeks and still working. No problems!! Costed $50 and that amount is well worth the time I was wasting trying to fix it myself, post about it, and time I could have been more productive in my work. Essentially taking time from my passions!
LA IPhone repair said they accept phones being mailed in, fixed, and send them back quickly. Same day service and back in the mail. I don't praise companies often at all, but I was truly happy and relieved by their service for my out of warranty iPhone 4S.
Apple really does need to fix this issue for those under warranty. Or atleast speak up and regard the issue. But this is the second best option that I found and took. Was a great solution to this experience. Here is their info to anyone who wants to try the road I went. I don't guarantee your experience, this is just mine. Just sayin'
They are independently owned and operated, so I can't speak for other LAiphone repair stores. THIS IS THE ONE THAT I WENT TO. And in this yelp listing they have endless great reviews.
I hope this works for you or you find a way to solve your issue. Truly. I know how frustrating it was. Call them, ask questions and inform yourself. (They're Korean so expect a slight accent). They're hard workers and to the point when speaking. Not attitude, just extremely busy!

Also, I love apple products. After this was solved, it was a small hiccup in the enjoyable and beautiful relationship I've had with apple over the many years and many other apple products I've used and currently have. So much joy from using them. Everyone makes mistakes. But bomb *** companies like this...... sh#* happens. Keep going Apple!!!! Just don't do this again. :)

I am one of those "lucky" enough to still be using iOS 5.0.1. But I too now have the same issue of the greyed out Wifi. At first, my phone just couldn't find or connect to any networks and then after I synced it with my computer, the Wifi tab became completely inaccessible.
I bought my unlocked iPhone in Dec. 2011. It's only been a year and two months--thanks for the quality phone I payed $700 for...

Folks, this is a LARGER problem than you ALL think!!! This page alone has had over 140,000 people view it. I have an iphone 4s thru AT&T and i am having the battery problems, but im also having 3g problems. i can call and text, but it is REALLY SLOW sending pics thru text or pulling up the internet. I cant even watch videos, which before 6.1 and 6.1.1, i had no problems doing all of the above!!! And also, having problems with the lighting being dimmed and have to go back into settings to tap it to brighten again.
And i guess the thing that ****** me off the most, is we havent heard a peep from Apple. When the I phone 4 came out and had antenae issues, it was plastered all over the news and Apple was commited to making the fixes needed. I havent heard hardly anything in the media and anything from Apple. ****, they pretty much only have 4 phones out there now...the 3gs, 4, 4s and 5 and when 25% of your phones are not working properly, I would think Apple would be jumping thru hoops and apologizing and willing to make things right. But, I dont see that. I think they just hope people buy the 5 instead. I think Apple is getting too big for their britches to think they need to suck up to us. Im very disappointed in Apple. I have left, after this message, 5 messages on Apples discussion pages, and no response from Apple. I also sent them an email to their customer support and have not heard a peep from them. I think if everyone threatened to go to android and take 25% of their business, then they will do something. But, seems like they think they can do anything they want. Im sorry, customer service nowadays *****. I thought the customer was always right!?!?!? As bad as these phones are, they should be willing to give us new ones for free!!! But, Im not asking for that, I just want my old IOS 5 back, so my 4s works again!!!! Is that too much to ask for!?!?!?!?

my Iphone 4s page has close to 500,000 views. so, between the 3G and 4S, they have a LOT OF PROBLEMS THAT NEED TO BE FIXED OR THEY ARE GOING TO LOSE SOME CUSTOMERS!!!!
And i just got off a discussion page with Iphone 3G phones and there has been over 200,000 people on that page with similar problems.
