It's hard to say if you are doing something wrong with the info your provided.
Shared Photo Stream requires 10.8.2 or later OS, and iPhoto 11 version 9.4 or later to be installed on the computer.
See if this helps. Look in the section entitled "using shared photo stream" - http://support.apple.com/kb/ts4379.

Can you make a Photostream URL for family and friends to see and link to?
Why can't I use my Apple "Contact" groups when sending photo stream notices?
Can I post the Photostream URL to me family web-sites, Facebook, Tweets, Blogs etc.?

The Photo Stream doesn't accept groups from the Contacts. What you can do is create a drafe email with all of those you want to send to routinely and save it. Then select and copy the email address in the draft email and paste in the Photo Stream address field.

Just use dropbox or google drive. Make a username that you share with the whole family. Have everyone in your family download the app and type the user name in. Not sure what you will need to do to limit which pictures are shared as for every time you photo something it will drop box it.
