Can you delete what photo? Time machine is not meant to be a permanent backup loctation, but as a continual back up.

Ok fully understood. I have a hard drive which I used to use to store my backups via time machine. Note I am running a MacBook so want to stay portable. I bought a time capsule so I could back up all my devices. I thus think I have 2 options - connect the hard drive to the time capsule and mirror my time machine back up onto hard drive and then delete copies from MacBook. The photos then should have two copies. Option 2 - run time machine. Then connect hard drive to MacBook and copy photos onto hard drive directly and delete from MacBook.
Finally is there a way to merge my time machine back ups to save space. - I.e the one on my old hard drive with new one on my time capsule.

You cannot merge TM backups.
You can copy it to the TC.. or erase it..
If you want the files on the TC, you can copy them over to the TC and make a second copy to the external hard drive.. that means you at least have two copies.
But if you change or alter the photos you cannot update easily .. you will need a backup tool which can read network drives.. TM cannot.
