2. Enter the Restrictions passcode. If you didn’t set the passcode, ask anybody who had access to the device if they set one or enter one if this is a first time user. The Restrictions passcode can be different from the security passcode.
3. Set the Facetime restriction to ON(the circle will be green)

Some Middle eastern countries do not allow Facetime and such it is by government mandate removed form any and all Apple devices sold there.
It can never be installed on such devices.
