I have the latest versions of both iPhoto and Aperture, yet I continue to get the following message: "Importing libraries from versions earlier than iPhoto 7.1.5 is not supported. Please upgrade your iPhoto library with iPhoto 7.1.5 or later."

How can I import my library?

If you have the latest version of both apps then you don;t need to import the iPhoto library into Aperture the library formats now can be read by either program.

For this to work however the iPhoto libraries need to be open in the new version of iPhoto before Aperture will read them and the same is true in reverse, the Aperture libraries need to be opened in the latest Aperture before iPhoto can use them.

So how do I view the photos in Aperture? I have both programs open, but there are no photos in the Aperture library.

First you can't have both opened at the same time. The library can only be used in one of the apps at a time.

So close both iPhoto and Aperture, then open Aperture while holding down the option key (alt key on some keyboards). This will bring up the library choice window. Locate the library you are trying to open and select it.

    Aperture should open on it.

When I do that the only option is "Aperture Library.aplibrary (current default)" and this library has nothing in it.

When I click on other library and try to get to the iPhoto library, the icon is lightened and unavailable to click on.

If only the one default library is showing up (did you give it enough time to scan your system BTW?) then select the Other Library button in the lower left and select the library you want to open from there.

You wrote in your first post that you have the latest versions of iPhoto and Aperture could you open each in turn and do an About on each and post the actual versions you are running. Also what version of the OS are you on?

    OSX 10.8.2

    iPhoto 9.4.2

    Aperture 3

When I select the Other Library the iPhoto Library, it's unavailable to click on. The icon is visible, but lightened and can't be selected.

You need to upgrade Aperture to the latest version 3.4.3 for this to work.
