The backup of your iPhone will contain your texts, and it doesn't matter if you backup to iCloud or if you backup to your computer when you sync to iTunes.
iCloud itself doesn't contain your texts, your backup file does.

So if I back up my iphone 4s on icloud and my itunes account on my pc andd the get and iphone 5 and back it up in icloud and itunes on my pc, i'll be able to see ALL my text messages on my iphone 5?

Yes, if you restore iPhone 5 from your iPhone 4S backup.

First, although you can do a backup to both iCloud and to your computer, most people choose one or the other. I backup to my computer, and once a month I do an iCloud backup just in case I need to restore my iPhone and can't get to my PC for that.

For what you want to do (transfer your iPhone 4s backup to a new iPhone 5) that is easily done. The only question is, should you backup your 4s to your computer or iCloud before getting the iPhone 5?
When you set up a new iPhone it might be easier to load your backup from iCloud, so if you're currently backing your 4s up to your PC then do a backup to iCloud and use that backup when you fire up the new 5. When you load the backup onto the 5, all your texts, Camera Roll, and many other things (but not everything) will get ported over. You'll also be prompted about re-downloading all your iTunes music and apps -- personally I'd skip that and load these items from your iTunes library since that is likely to be faster.
Finally, if you keep your contacts on your 4s, and nowhere else (i.e. you don't use iCloud, Yahoo, Gmail, or sync to iTunes for contacts) then before setting up your iPhone 5 maybe look to transferring your contacts off your 4s before setting up your 5. If you only have them on the 4s, then your backup doesn't completely define your contacts and you'll likely lose some information.
