Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the iPad start up.
Remove the SIM card and reinsert it.Turn Airplane Mode off for about 30 seconds and then turn it back on again. -

If the device is activated, then there should be no need to have a SIM in the device, but you should put it in Airplane mode and then turn on Wi-Fi or it will display the "No SIM" message that you are seeing.
