you could monitor data usage in settings/general/usage. if it is a problem for you you might go to settings/notifications and turn off notifications from apps that you don't want to receive notifications from. also try turning off cellular datain settings/general/cellular. you might turn off push notification for email in settings/mail/fetch new data and just manually check for email messages rather than have the phone do it constantly

iPhones will switch from WiFi to cell data whenever in locked-sleep mode, unless cell data is disabled in settings or plugged into charger. When in sleep mode, the phone receives email, push notifications, etc.
