TS1398 Cannot connect to wifi

I just got my IPad and cannot connect to wifi. I go into settings and wifi and choose the network. It is an open network, no password, etc.  When I select the network I get a screen  that seems to want IP address, subnet mask, etc. Shouldn't I be able to access an open network easily? Help!

    You should not get that screen. You are probably touching the blue arrow to the right of the network name rather than touching the network name itself. The blue arrow icon is intended to show the details of the WiFi connection, i.e., IP address, Subnet mask, etc. These, of course, are blank since you have not connected yet.

     

    To connect to a network touch the network name not the blue arrow.
