What kind of downloads?
The only way to install Apps is through the App store, the only supported way to get music is through the iTunes App, or through iTunes on a computer.
For any other file types youi need an App that can open them.
What exactly are you attempting to download in Safari?

What downloads are you talking about?
Basically you can only "download" photos and PDF files from Safari. PDF's can be saved by using the Open In option and photos by tapping and holding down on them and selecting the Save option which will place the photo in the camera roll of the photos app.

You can't add fonts to your iPad in any way, much less by downloading them in Safari, if that's what you mean.
As demo said, except in very limited circumstances, you cannot download things from a web site to your iPad via Safari. Some third-party browsers will allow document downloads, but again it's a bit limited.
If you'll explain more clearly what it is you're trying to accomplish, we can probably be of more help.

Serif is a programming software to publish stuff ,basically office in a different way.

You cannot get software for your iPad anywhere but the iTunes Store. Serif doesn't appear to make an iOS version of any of their applications, so you'll have to look in the iTunes Store for a product from another developer.

You can't download any software form the web like that. The iPad is not a computer, it just does not work that way.
If Serif makes an IOS compatible version of their software it should be in the App Store, as it is the only way to get applications for the iPad.
