The iPad itself can not send or receive SMS text messages even when it has 3G cellular hardware and connected to a cellular network with a nanosim card with a cellular number.
The cellular modem is only used to establish a 2G / 3G internet connection.
The only way to send a SMS text message is to access a SMS text messaging gateway on the internet and send a SMS text message from there.

Its pretty od to own an iPad with 3G cellular modem, a nano simcard, a cellular phonenumber and being connected to a working cellular network and NOT being able to send out or receive a simple SMS text message with the iPad.
Instead one should look for a SMS text message gateway on the internet and use an App to access it over a cellular 3G internet connection? Sounds like pretty poor design to me.

You can SMS via iMessage app,if the person you are texting has an Apple user ID,and you have a cellular data package and signal,or wifi connection. There are apps that allow you to use your ipad for calls and texting again via cellular data or wifi.
