iPadNo. Different network technology and slightly different hardware. Which is why there are two different versions to begin with.

The 4G iPad is locked to one carrier and you can't use your iPad on another carrier. Also, AT&T uses a GSM network and Verizon uses a CDMA network, so you can't use the CDMA iPad with GSM network

iPhoneThere have been anecdotal reports of Verizon iPad 3s working on AT&T. The Verizon iPad 3 has GSM circuitry and is not locked. However, you will not be able to get on AT&T's 4G LTE network. This probably holds true of the new iPad and the iPad Mini as well.
