Look at the receipt - does it say unlocked? If receipt has
the word unlocked on it, are you trying to use with a supported
carrier? What is the exact wording of any error message when
you try to use with your local carrier?

If you did not buy from an Apple store it is most likely your iPhone is losked to a carrier
If MAC are not an Apple Authorised reseller most likely it is locked
You will have to establish which carrier holds the lock
You could try to contact AppleCare in your country
they may tell you if the iphone is locked and to which carrier
