Try this, go to track in menu bar click "show track lock".
This will lock all tracks (green)
Then highlight all tracks (Pink)
Go to menu bar Track and click show track and this should unlock all tracks. You can do this by single track as well.

But selecting "show track lock" didn't lock all my tracks, or any of them.
In other words, "show lock tracks" shows you which tracks are locked - it doesn't lock or unlock them.
Highlighting all my tracks doesn't produce anything resembling pink. The tracks just turn a darker shade of themselves, in this case burnt orange and purple.
And, third step, there isn't any "show track" to be clicked.

I've already saved and closed the song, so I can't un-delete the track
you don't have to, just create some tracks and watch for one that's soloed

under track in the menu bar, there is "show track", after clicking itthe track lock will show up to the right of the 2 "no effectcs button". When I meant highlight I meant just the track lock button, one or all. To unlock you just click show track lock to undo.
Your colors may be different, but there is no mistaking which ones are selected.

I had this problem and solved it!
I chose the first track and went under the "track" menu and chose "duplicate track". This created a new duplicate track right under the original. The new track was "soloed". I un-soloed it and wallah! All the tracks were unmuted! I then deleted the duplicated track and all's well.

I just wanted to say - just to complete this - that I ended up just scrapping the track. Whatever was wrong wasn't worth more hours of duplicating tracks or other fixits.
Hadn't happened up to then, and hasn't happened since then.
Maybe God didn't like my tune!
