Can I design my site
using iWeb and then upload to this 3rd party server
and have people go to this site by typing in my
domain (such as www.mylocalcommunity.co.uk ?

In a word Yes.
This is why you have the two options : Publish to .Mac and Publish to a Folder.
You want Publish to a Folder.
You will then upload this folder contents to your hosted site. If empty, that is all you need to do.
If you have a domain you need to tell your registrar which hosting service you want it to point to. That is a bit beyond the scope of a simple iWeb explanation, though ; suffice it to say you could get better info from your hosting service.
