    Contact you carrier of choice and ask them about a 'mobile hotspot' such as a Mifi.

    You can either use public WiFi access points, you can set up Personal Hotspot on your iPhone, if your cell carrier provides such a feature for your cell plan, and connect your iPad through your iPhone, or you can talk to you cell carrier about a MiFi device which would allow you to connect a non-cell device to a cell network.

    Depends.  If your iPad is Wifi + Cellular compatible you can buy a Sim card form a cellular carrier and get internet anywhere there is cell service.

    If your iPad is the Wifi only model, as has been said, you can use your Phone as a mobile hotspot if your carrier supports it, or buy a mobile hotspot from your carrier often referred to as a Mifi device.;

    Basically its a small box that  connects to a celular network like your phone to get internet, and at the same time provides a wireless network of limited range for devices to connect to it and use that cellular based internet.
