Not only must both be connected to the internet, they must also both be connected to the same WiFi network.

    Here are AirPlay requirements:

I have also lost the ability to AirPlay with ANY device after recent updates ios 6.1.1 and 6.1.2

I used it all the time before and now there is not even an option for AirPlay from any app

As the TS4215 article says, you cannot use an original generation Apple TV.  Have you a later generation than the first Apple TV?

Don't know about OP, but mine is the latest Apple TV. All of my devices were working properly before 6.1.1 iOS and the last iTunes update and there was an Apple TV update a week or so ago. Ever since then, NONE of my Apple Products are working normally.

Very strange as they all used to work seemlessly with one another. Now they have trouble even on their own

I hope further updates are not far behind. I can deal with the AirPlay issue for a while if I can get my iPhone to connect to WIFI again that would be very helpful. I dont want to rack up extra Cellular Data charges.
