Did you get an email from the carrier that the phone is unlocked? You need to complete certain steps to complete the unlock (ie restoring the phone via iTunes with the original SIM in the phone) as detailed in the email you should have gotten. Have you?

No, I did not get the email message. I called them back today and said that it should be unlocked. Also added that they sent Apple the request to unlock the phone and it was completed but still no email message.

Then that means Apple has probably not processed the request. It can take anywheres from a couple of hours to weeks and it depends on how diligent your carrier is in processing the request with Apple.
Contact them again and ask why have you not gotten the email confirming the unlock.
