Unfortunately, a constant green flashing light is almost always a symptom of an internal power supply problem on the AirPort Express.
Try a Factory Default Reset as follow as a last ditch effort.
Power off the AirPort Express for a few minutes
Hold in the reset button first, and continue to hold it in for an additional 9-10 seconds while you plug the AirPort Express back in to power
Release the reset button after the hold period and allow a full minute for the AirPort Express to restart
If the Express is operating correctly, it will be slowly flashing amber at this point, which signals that it can now be re-configured.
If you try the Factory Default Reset a few times and it does not help, you unfortunately have a defective AirPort Express that will need to be replaced.

thanks for this quick answer, but unfortunately problem is still there.
Devices is not responding on reset buton and flashing amber fast.
Probably APE is need to be replaced.
Anyway thanks for you advice.
