itunes refuses to upgrade

I have an Iphone 4s with the latest version of IOS and the problem is that whenever I connect it to Itunes, it says "Iphone cannot be used because it requires Itunes 10.6.3 or later". So i tried to update my Itunes, but no matter what I do, it refuses to update. Always saying something or the other on the lines that I am not authorised or whatever. So I thought maybe I'll uninstall it, can't do that either as I can't find the uninstall and it refuses to delete from the control panel thing and no matter how I try to delete it, it just won't delete. I am at my wits end as I cannot manage to downgrade the IOS and I can't seem to update my Itunes, so I can't back up everything from my computer to the phone, so really it's useless having either! Please help!!!

    What specifically happens when trying to update/install iTunes?

    What OS is on the computer?

    No, it really does not make any sense.

    Try posting in your native language... or when you've had less alcohol.

    Okay, so if you want help, provide some useful details.

    The device is on iOS 6.1.2, correct?
    What version of iTunes is on the computer?

    The computer is running Vista, is it SP1? Updated with all the current Windows Updates?

    Are you certain the iTunes version is 7 something????

    The 4S requires iTunes 10 for syncing.

     

    What is the specific version of Windows?  What is the Service Pack number?

    I must have missed something, but why are you manually deleting files and folders?  That merely adds to the problem of removing iTunes.
