The platform is iOS on iPad, so....
You should be using software with a preset to export for iPad.
ITunes and QT Player are two such examples.

So far I can NOT find any absolute format outline. Even the "Apple tools", when used, i.e. QuickTime or any others will reformat when you drop them into iBook Author.
I have found, if I want the smallest video and do not want iBooks to "bloat it" with it's auto recompress. Use Tumult Hype. Yes it is an extra step and process, but you can get a pretty good image quality from iPod setting. Yes quality will suffer a bit, but sometimes size is the issue.

The 'outline' is simple. Anything that outputs video for iOS/iPad. Many tools have a setting to do just that.
