New iPad and iPhone 4S bluetooth turned and both are discoverable but searching finds neither device. What am I doing wrong?

Nothing. You can't directly connect iOS devices via Bluetooth.

What exactly are you trying to do via Bluetooth between the two? Bluetooth connections are only supported using apps with peer to peer Bluetooth functionality, such as file/photo sharing apps and multiplayer games. In such cases you initiate the connection inside the app.

The Bluetooth menus in the Settings app are for connecting to headsets, stereos and cars.
