I'm trying to change my Country/Region from Australia to UK, but every time I do it, it doesn't change! Someone please help I am getting really frustrated!

So I have gone onto settings, clicked my apple ID, signed in, clicked on Country/Region, changed country to UK and address and card details, agreed to terms and conditions, logged out, logged in, clicked on notification to say I need to confirm card details and it takes me back to my AUSTRALIAN card details with my UK address but the Country STILL as Australia!!!! This has happened so many times and I have just about lost my patience. I don't understand why it hasn't changed it when I have gone through the whole process countless times. Does anybody have the answer? Thanks.
