TS3424 i am trying to activate my iphone 3gs but i get errors

it says unable to connect to the server. i've restored the phone but no luck and tried recovery mode no luck......any help out there on how can i overcome this problem?? thank you in advanced

iPhone 3GS, iOS 6.1.2, based in uk
