Yes, I currently have an old ical version (3.0.8) on an external hard drive and only ical version 4.0.4 installed on my mac os x 10.6.8.
I keep getting the following message every time i try to import the old version from my external harddrive.
"You can't use this version of the application iCal with this version of Mac OS X - You have iCal 3.0.8'."

You cannot use iCal in a version of OSX that it was not designed for. The current version for your sytem is iCal 4. It sounds like what you are doing is picking up the old version before the new one.
Do you need to keep the old version of the application? If not delete it.

Ok, thanks for the explanation.
I really want to extract the data that is in the old version so I'm not ready to delete (there is some important information on there). Maybe if I take it to an apple store they can assist?

There is no user calednar data stored within the Application.
All your calendar data is stored in your User's Library folder in a folder called Calendars. Did you make a backup of that Calendars folder, make a .icbu file export, or export the calendars as .ics files?
