FaceTime is not availabel in all locations.
Also, check the Settings App > FaceTime > make sure it is turned on.

Mar 12, 2013 7:03 AM in response to saddam atiyahby varjak paw,If you purchased your iPhone from an official dealer in Saudi Arabia or the UAE, Facetime is blocked in the iPhone by demand of those countries' governments and cannot be activated. If your friend is also in one of those two countries, then your friend's iPhone came from another country.
And you may not have intended it, but you were insulting and rude to James by claiming that he has no idea about the problem. He did indeed give you an accurate and informative reponse suggesting possible reasons and directing you to possible solutions.
