Normally it is a hardware failure error but it can also appear if your iPhone was hacked/jailbroken to unoffiicially unlock it.

alvoncell123,

Have you tried jailbreaking your device in any way? If so there is not much Apple can do to help you.
You can try popping out your SIM card and popping it back in if you have the GSM model of the iPhone 4 and see if that helps any.
