Game center is an apple app. An apple network that they maintain. I've complained several times about games that refuse to respect me logging out....the games access my apple ID and sign me back in, even after I sign out and remove the games from game center. I just send regular feedback but make it clear it's about game center.
I found this online but no idea if it works. I do my best to keep my game center participation as minimal as possible
First you go to game center, then you press on the persons name that you want to report. You scroll down to the bottom, it should say on a little banner " report a problem"
You know for the spam invites, you can disable a couple of things in the settings. Under General and restrictions you can lock out multiplayer games and adding friends. Might help, dunno.

With regard to the paragraph you quoted (which iPad doesn't let me cut and paste) ... That and similar instructions are the source of my original question.
The "report a problem" feature appears to be available only for friend recommendations or friends that are already added. It looks like Game Center may have some sort of filter on the recommendations, as I have had no unsavoury recommendations yet.
However, in the leader boards section, where gamers are listed in order of achievements, THAT is where I cannot report a problem - and where it would be most useful.
