This logo means that your device has ended up in recovery mode. In order to use the device again, you will have to perform a restore.

Wow. This has happened to me under different conditions. I was using a rather old iPhone and was powering on after a power-off due to low batterie power. After the batterie was full, I tryed to turn it on, and it showed the following in the order I will give 1)Batterie symbol 2)iTunes and USB cable with arrow pointing at the iTunes, and 3)Apple symbol. then it activates normally. WHAT does this MEAN??? note the icons were on a BLACK screen.

Once the software has downloaded and installed to your iPad you should be able to use it, unless you still see the USB Connector/iTunes combo on the screen again.
Also, if you've backed up your iPad using iTunes you can use the Restore Backup option on the Summary screen to put all your info back on.
