Have you set the mini to sleep the display? If so, make the display never sleep as one is not attached.

I have both the display and computer set to "Never sleep" on the sliders, but I have the schedule manually set for wake/sleep (M-F, 7am-7pm).

Have you taken a look at these threads?
Do you use HDMI or Mini DisplayPort? Which Mini do you have? Have you tried using Chicken of the VNC?

I had a Mini DisplayPort-DVI adapter still plugged into the back, even though the actual monitor was gone. I removed it and the problem went away!

Has anyone tried this: http://blog.macminicolo.net/post/33839671756/build-a-dummy-dongle-for-a-headless -mac-mini? i tried quartz debug from xcode as suggested here http://forums.macrumors.com/showthread.php?t=1422058&page=2 with no luck.
