Try rebooting again. Are you waiting until the Apple logo appears on the screen before you let to of the buttons? When you reboot, does that get you out of the frozen screen?

And what does your computer have to do with this, or did you mean your iPad and not your computer?

I tried to increase my storage and went on line with my computer and bought storage...but still get this message.  The Ipad is still frozen and will not turn off.  Pressed button to turn off and held it down.  Not working.  C

Don't try to turn the iPad off until you reboot.

On your iPad, Did you try holding down on the sleep and home buttons at the same time until the Apple logo appears? If you didn't try it, go ahead and do it. Wait until the Apple logo appears on the iPad screen before you let go of the buttons.
