When I purchased my iPhone 4 I created apple ID and used that one for everything. I have since had to change my apple ID, but am unable to update any of my apps because the apps are still using the old ID. I have signed out of the store and signed in with my new apple ID and am still unable to update any of the apps. Am I going to have to delete and download all the apps again?

All apps - all paid and free apps include DRM protection which is tied to the Apple ID that was used to purchase/download the apps. You must the Apple ID to download app updates that was used to download the apps.

Not possible to transfer DRM from one iTunes account to another and not possible to merge accounts.

You can't combine different iTunes/App store accounts.  Apps purchased under your old account can't be updated if you're signed in with a new account ID.  If you want to use the new account, you'll have to re-purchase those apps.

Note that you can have multiple  Apple ID's used for differen't purposes.  You can use different ID for your iCloud and App store accounts.
