The app stores, book stores, etc., do not allow you to switch unless you have a credit card and billing address in the country of the store.
Sounds like you have tried changing region/country already so have found that will not work.
Not sure what you mean by an app for a membership you have purchased, but is that not available in the German store? Is that a membership for something in Aus?

Oh, I nearly tried it all I believe.
It's a weight watchers membership with a German app. For the time being I would rather join the Australian weight watchers and therefore need their app for two months.
Might an itunes gift card do the magic? How would that work? German gift card? No probably I'd have to get it in the Australian store but am able to use my German credit card?

The way around this would be to follow Apple's instructions for creating a new Apple ID without need for a bank card that you can use while you are in Australia.
You can later abandon this Apple ID. Don't use this ID to actually buy anything while you are in Australia unless it is content that you can also abandon, because you woould need to maintain this ID to continue to use and update the content.Mac mini, OS X Mountain Lion (10.8.2), iPad 4, iPhone 5 (iOS 6.1)
