I had this problem too when I had to restore my phone from backup, and a bit of searching on Apple's site revealed the reason: see this link http://support.apple.com/kb/HT5025
So any amount of changing settings, resetting the phone, docking it, charging it, etc. will all work. Going and having a cup of tea would work just as well - in fact anything which occupies time while the phone downloads the natural sounding voice.
Now I just have to wait for my phone to download the voice, and I too can have Siri back.....

Mar 23, 2013 8:02 AM in response to stwycrossby CrispyDeliz,I found a simple solution after this happened to me I stood up all night messing around with the iPhone and figured it out ... Now first your would have to plug your device in to a regular outlet not a computer as if u was charging your phone after your phone is plugged in and charging you must connect to a wifi network after connected to a wifi network you must go to your settings/general/accessibility/VoiceOver/ scroll down and change the setting USE COMPACT VOICE to the off position.. After you do that go to the home menu and shut your device off and back on and your problem should be solved ...

Dec 25, 2013 12:55 PM in response to stwycrossby J Darrel Stickler,So my question is different. I liked the old iOS6 Siri U.S. voice. She had a certain dryness I liked. The new Siri sounds like a bore. Is there a way to go back to iOS6 Siri?
