I was able to solve my issue by signing out of iMessage on the iPhone by going to Settings>Messages>Send & Receive and tapping on Apple ID, then clicking "Sign Out".
I then turned iMessage on, and it asked me to sign in.
After entering my credentials, and signing in, it asked me how I'd like to send and receive iMessages. It provided me with three options: my mobile number, and two different e-mail addresses that I had set up previously. All three were checked at first. I unchecked both e-mail addresses, and then hit next.
After doing this, I was able to send/receive iMessages from my iPhone again.
The option to "Start new conversations from" disappeared, I assume because, at that point, it had become redundant.

I can't use imessages to send images since I updated to 6.1.3, I even tried a reboot.

i have solved this issue by restoring to ios 6.1.3 to my iphone 4s.
i tried every steps on this forum and google. then i found a way to activate imessage and facetime with following steps.
step 1: backup your device to itunes.
step 2: fresh restore your device with latest firmware.
step 3: while activating your device do not sign with your apple id-skip it.
step 4: let it activate your phone number first. start using iphone.
step 5: imessage and facetime will activate to your phone number.
step 6: restore you backup and you will see your phone number and apple id activated to imessage and facetime.
hope this will solve your problem.

I followed the above reply step by step and my ipad still does not allow me to use my phone number. I have two iPhones, an iPads, an iPod touch, and a macbook pro that all use the phone number........I cant understand that another iPad won't work. I have signed out of my apple ID so many times that I've lost count and still noting.

Both iPhones and the iPad mini are 6.1.3. The iPod is dead right now, but I plugged it in.

Then you won't be able to do it. This is a function of iOS 6 to use an iPhone's cell phone number on an iPad and iPod Touch with iMessage.

This helped me with my iPad. I was unable to text via iMessage with my cell phone number. Once I went into the iMessage settings on my iPhone and logged in with my AppleID and then did the same with my iPad, I was apple to text from my iPad with cellphone number. To recap, set up your iPhone settings first...then your iPad settings - ensure iMessage is using your Apple ID. Thank you!

I Had the same problem too there was no option other options for me in setting. After playing about for a bit I sorted the problem this way:
SETTINGS>MESSAGES>SEND & RECEIVE. Then tap APPLE ID sign out then tap to use apple ID for imessage. Sign in, untick your email address and just leave phone number ticked>CONTINUE. Hopefully then you'll be sending and receiving from 2 addresses and it will start new conversations from your number which is your contact info on your friends devices. They will need to delete all conversation history with you before your name will show up again rather than your email address though :-)
