I bought the item in LA and after 5 days of travelling came to India when I noticed the difference.In LA and DUBAI I was using the wifi at the locations were I was working . How do I get it returned? I am at sea? Any suggestionsTks

The mifi is an alternative to keep the one you have (Mifi is verizon's one, other cellular companies have their own versions)
There is a lot of free wifi out there and even apps that will give you a database you can access off line to find them.
Like was also said, you have 14 days, take it back. The 14 day return/exchange is standard at the apple store, other retailers have their own rules.

I really can't help you if you're at sea. Check to see if you can send it to a friend, famiy member or colleague in the US who can return it for you. As skydiver said below, if this isn't possible. Get a WiFi device on your home operator.

I assume when you say you purchased an iPad 3 you meant the version with the Retina display. On the Apple online store, that version does have a wi-fi plus cellular option at additional cost. I assume that is available at your local Apple store. Again, within 14 days you should be able to replace/return to get the upgraded version.
