I've posted observations about this before, when the Time Machine backup notes the normal process, a few GBytes of files to copy but then goes into a full backup and not stopping until I turn it off. The Sparse bundle is fine, the .VT100 files are fine - which I deleted and didn't help when it rebuilt it, and still out of nowhere, even when the Mac is idle, it will just go off and start a new complete copy. It did it under 10.8.2 every week and now under 10.8.3 after 10 days from zero'ing the TC's HD.

I like the backup software under 10.8.3 which runs almost twice as quickly as under 10.8.2 and I hoped they had solved this problem which started under 10.8.2 and ran fine under 10.8.0-10.8.1. And since there's no troubleshooting tools for the TC's HD available to the public, only Apple's technicians (at least tehy told me at the Apple store to bring it and they can check the HD through the firmware), why they don't release it I would like to know and have.

Anyway, if anyone has any new susggestions, I'm open to listening.
