Mar 25, 2013 6:36 PM in response to Judy Campionby stevejobsfan0123,Siri is not an app. You access it by holding the home button for a few seconds. If you don't have that, then you either have an iPad 2 which does not have Siri, or it got restricted in Settings > General > Restrictions.

1. I have an iPad3 with Retina Display
2. I am using IOS 6.1.3
3. Siri is not listed in the "General" section of my Settings menu
4. Restrictions are listed as "off" in the General section in my Settings menu
5. Nothing happens when I hold down the "Home" button
6. I am in California

I don't think you do.
Go to Settings > General > About > Serial Number.
Then go to http://selfsolve.apple.com/agreementWarrantyDynamic.do and enter it.
