Not that I know of . You can submit a feature request to Apple via "Aperture➞Provide Aperture Feedback".
How often and for what do you need this? If you provide details, some here may be able to suggest some approaches to work-arounds.

I have started organizing my Aperture library according to the method referred to here:
I wanted to be able to sort by name using the naming convention YYYY-MM-DD, with my most recent projects displayed on top.

Another often overlooked way to organize projects is to make use of the Project Description in the Project info window. The text entered is is then searchable in the project window search box.
Wiht the text Swimming in the project description, I can enter this into the search field and all projects with those word(s) in the description appear.

Scans of photos confuse Aperture. But -- it you are following the system specified in your link -- why not set your "Year" Folders in the Library Inspector to most recent first and then sort Projects View on "Library"?
