If you can't enter in another credit card or redeem a prepaid iTunes card, you may need to set up a new iTunes Store account for your son so he can get just free apps. Take a look here:

Read the steps carefully as the order in which you follow them is critical. Again note that you can do this only when creating a new Apple ID. You cannot use an existing ID.

and follow the instructions to report the issue to the iTunes Store. Perhaps they can help.
