Pictures > iPhotoLibrary right click and show package contents, inside is a folder called Originals,
Finder > Duplicate and move a copy of OriginalsCopy out.
Close the window and then reset iPhoto Data base here
iPhoto rebuild database: https://support.apple.com/kb/HT2638
If that doesn't work, then delete the iPhoto Library and resart iPhoto, it likely will create a blank new Library and you can reimport from the OriginalsCopy folder.
If your still having problems, it's likely corrupted pictures and/or something else.

What version of iPhoto and of the OS?
Please be specific - what exactly is "the white circling thing"
Telling me how to use iPhoto sounds lin=ke it does not find an iPhoto library - what has recently changed with your system?
Remember we can not see you or your computer so exact, concise descriptions of what you have, what you have done and what is hapening including exact messages is critical
