Given, however, that the less-than-successful Globalstar system consists of around 48 satellites at a launch cost of around €661 million, which doesn't even begin to touch the cost of the ground installations and creating and managing the control systems and the necessary agreements with ground-based networks, I think it unlikely.

I believe that apple will have a different start than Globalstar. Simply, because globalstar introduces a service that might not be needed for majority of people.It is an option that you will take or leave. Apple should invest more in the beginning, but the number of travellers who own an iphone will make it enough to survive.
For apple this is a different story, it come with every phone.
Iphone is still standing in the competition because of 3 things : the apple store , phone security and its elegant design. Android is evolving, security is enhancing and phone design can be changed. Apple is ahead above now but everyone is catching up with the competition and market is splitted.
Apple needs a new big thing.
