Q: -2002F

I was attempting to fix a failed migration in recovery mode, and went to reinstall OSX, which I aborted. Now I can't restart the Air. My guess is it partially completed, and now there's no reliable startup option.
The standard startup generates a flashing folder with a question mark which I believe means that there's no startup disc that the mac can recognise.
I am able to get the internet startup option by holding down option when restarting, and after a while (starting internet recovery, this may take a while...) I get an icon showingthe world with an exclaimation point inside a triangle, with apple.com/support -2002F. I've tried this serveral times with the same result.
Any options available to me to get up and running again? (I don't care about the data, just want to be able to get the machine up and running for a clean migration).
