There isn't one in Final Cut Pro X. Motion is, you might say, integrated into most things that are applicable. If you only need to move around the clip in the canvas, the Transform, Crop, and Distort tools are right there in the Inspector > Video pane. Any effect, title, transition, or generator you apply to your storyline will also have their published parameters exposed in the Inspector AND, (almost*) any text that is used in any effect will have a separate Inspector > Text pane to edit the texts that have been applied. You can "animate" fades right in the storyline (as well as set or "retime" keyframes) (select clip - type control V to toggle the video animation controls)...
